Modified the mean_squared_error to be a static method

Created the Test_Decision_Tree class
Consists of two methods
1. helper_mean_squared_error_test: This method calculates the mean squared error manually without using
numpy. Instead a for loop is used for the same.
2. test_one_mean_squared_error: This method considers a simple test case and compares the results by the
helper function and the original mean_squared_error method of Decision_Tree class. This is done using asert
keyword.

Execution:
PyTest installation
pip3 install pytest OR pip install pytest

Test function execution
pytest decision_tree.py

Added 2 doctest in the mean_squared_error method
For its verification a static method helper_mean_squared_error(labels, prediction) is used
It uses a for loop to calculate the error instead of the numpy inbuilt methods

* Added doctest and more explanation about Dijkstra execution.

* tests were not passing with python2 due to missing __init__.py file at number_theory folder

* Removed the dot at the beginning of the imported modules names because 'python3 -m doctest -v data_structures/hashing/*.py' and 'python3 -m doctest -v data_structures/stacks/*.py' were failing not finding hash_table.py and stack.py modules.

* Moved global code to main scope and added doctest for project euler problems 1 to 14.

* Added test case for negative input.

* Changed N variable to do not use end of line scape because in case there is a space after it the script will break making it much more error prone.

* Added problems description and doctests to the ones that were missing. Limited line length to 79 and executed python black over all scripts.
