Enable to reactivate the refresh of the usage metrics report dataset after it is deactivated

Actually, once the usage metrics report dataset refresh is deactivated (credential expiration, inactivity of the user etc ...), we can not reactivate the refresh. We should delete the dataset via API and recreate the metrics report.

We would like to be able to reactivate the refresh as what we can do with the other Power BI datasets.
