I believe that the NEWTON project on PyPI is both an abandoned and invalid project. The project only has one release from Aug 9, 2018. The homepage for the project is for an invalid location at https://pypi.org/project/ARISPLAT_v010/
The project advertises itself as:
Useful speech recognition and transcription related library for Indian languages.
but an inspection of the package reveals that it contains 22 lines of unrelated and non-functioning code (adder(n1, n2), subtracter(n1, n1), product(n1, n2), division(n1, n2) in the sole utils.py module). The same description is used for some of the author's other projects on PyPI, like Indian-Speech-Lib (a legitimate looking but no longer maintained Python package) and EINSTEIN (another name-squatted package).
