Organisation Domain URL - User-Email Domain mismatch

Description of issue

The pypi FAQ regarding the creation of organizations states, that the organization URL domain should be equal to the email domain of the creator account email. The group I work for is part of Alfred Wegener Institute for Polar and Marine Research (AWI) and is responsible for the O2A Data-Framework (https://o2a-data.de), for which we want to create an organization on pypi. The problem is that we do not have an email configured for the o2a-data.de domain, and our awi.de email addresses would not allow us to create a pypi organization for O2A according to the pypi FAQ.
Would the legal statement for o2a-data.de (https://o2a-data.de/legal), which states that the ownership of the domain lies at AWI, still allow us to register the organization, or are we required to configure an email address for o2a-data.de?

I think based on the context you provided, an email address ending with the domain @awi.de should still qualify for approval for an org. The reason that "matching" domain name rule is in place is because there are known instances where a mismatch between the applicant/org's web domain and the email address is an indication of phishing/scamming/mal-intent.
