What This PR Changes

Updates the Arduino PLC IDE Setup & Device License Activation tutorial with the latest PLC IDE version, which changes the way the PLC IDE software installs. Based on the original PR#595

  • Added new instructions for better understanding of the installation process
  • Software version alignment
